The incident took place northbound around 2:20 p.m. in Purdys, when the vehicle rolled over the side of I-684 just south of Exit 7, jumped the guardrail and landed on its roof on Route 22, said state police.
Police at Somers barracks arrested Quintin Rodriguez of Rockaway Beach after the incident and charged him with second-degree reckless endangerment, a Class A misdemeanor, and reckless driving, an unclassified misdemeanor, they said.
Police said that at 2 p.m. trooper responded to mile marker 22 on I-684, just north of exit 7 (State Route 116), in North Salem for a personal injury motor vehicle crash.
Troopers found one damaged vehicle on the shoulder of I-684, and a second vehicle on Route 22, said the police report.
An investigation reportedly found Rodriguez, operating a 2019 Kia Optima, was allegedly racing an unidentified vehicle northbound, according to New York State Police.
While racing, Rodriguez reportedly sideswiped a 2007 Acura RDX causing it to strike the guide rail, then overturn, and fall onto Route 22, said police.
The operator of the overturned vehicle, Sara Sendra-Heredia, 22, of Danbury, sustained minor injuries, according to the police report.
Rodriguez was subsequently arrested, and the investigation remains on-going to identify the vehicle he was racing.
Rodriguez was arraigned before the town of North Salem Court, and remanded by the Honorable Judge Aronian to the Westchester County Jail in lieu of $1,000 cash bail or $2,000 secure bond, according to New York State Police.
He is due in court April 29 at 6:30 p.m.
